I have a sony HDTV and am planning to buy a new DVD player. I was shoping around last week and ran across a samsung(I think) that had something called up-coding or upconversion. The salesperson told me that the DVD player would provide better video quality than the progressive scan players on my TV. Is this true or was he just trying to sell me a more expensive unit?

Upconversion. This is likely the HD931, and the upconversion is progressive, for which your TV needs to be HDTV capable. I've auditioned this player and I didn't feel it was any better than any other progressive player that I've seen, though you may check the A/V sources forum here for more info on it.
