So do any of these machines exist yet? Is it possible for them to do bass management? The SACD machines can.

Correction, the Sony machines can. The Philips machine can't. Don't have info on the Sharp player, and probably won't until CEDIA.
As for DVD-A with bass management:
The EAD Theatervision Ultra will have it (not 100% sure it's for sale at retail just yet).
The new Kenwoods are reported to have it.
The Meridian 598 is rumoured to have bass management as well.
That's all I've heard so far.

Not yet. There are new players coming out in September. Two reportedly have bass management for DVD-Audio.
    Denon DVM-4800
I called Denon on this. It actually has only quasi bass management. It removes no frequencies from 5 main channels. It instead takes bass frequencies from the 5 main channels, sums them then adds the summation to the LFE channel.
    Kenwood DV-5900M and DV-5700
I have called Kenwood several times and have been unsuccessful in getting hold of a customer service rep. I have sent 2 emails which have gone unreplied. So I have no details on them.
Also, I have word from Toshiba that their new models the SD4700 and SD5700 will not have it.
