I was wondering if anyone knew if either the DVD-R or DVD+R formats will have support for dual layer burning in the near future?

No, and probably never due to piracy issues and the fact that it's virtually impossible to do. Commercial DVD-9s are 2 layers stamped seperately and glued together (no, you don't want to know how many discs you'd coaster if they even contemplated "do it yourself" kit)
