Do either of the satellite providers offer a channel that shows all or mainly horse-racing?

I don't think they do. Such a channel does exist, however. They even came up with a terrific name for it too: "Horseracing TV".

In Canada, Bell ExpressVu offers a package called "The Racing Network". Horse racing from tracks all over North America and even possibly Hong Kong. It's similar to sports packages like NFL Sunday Ticket and NHL Center Ice.
