I was going thru some of the menus on my ps2 and it looks as if I can program what region the dvd is in the settings. Is this true?

Depending on what model you have and where you purchased it.
You can buy one of the dozens mods for PS2 to play "backups" and any region DVDs, but it still won't convert Pal to NTSC like Malata N996 does.

I assume you're using the US PS2. If so, you can get a DVD Region X, which permits you to watch all-region discs. It's basically a memory card type of device you plug in and "boot" disk to change regions. As mentioned by the other response, it does not convert PAL so you'll have to stick with NTSC formatted discs. The XBox converts PAL perfectly, but can't play non Region 1 discs. I read that a Region X has been released for the XBox in Europe with a possible fall release for the US. If that happens, the XBox will be the best player on the market to watch all-region, all format discs.

I thought the PS2 was incapable of RGB output when playing dvd's. Unless you modify it....
