A few years ago I saw this foreign horror movie on the Sci-fi channel. I remember it dealt with an all-girls school. I believe the head school Madam was an alien or some type of monster. There’s a scene I remember of a girl falling to her death on a giant pile of barbwire. Does anyone know the title of this movie?

That is Suspiria though the madam isn't an alien or a monster.

If the Madam is neither alien nor monster could you than explain the scene in which she’s shown in silhouette eating something making this hideous sound?

I realize I may be splitting hairs here but

she is a witch who has been around for a very, very long time

    Mater Suspiriorum!

It's available on a quite good DVD by Anchor Bay, and IMO it's one of the essential horror classics and my favorite Dario Argento movie along with "Profondo Rosso/Deep Red".

The spoiler has the best possible reason for the scene. I’m really glad she’s neither alien nor a monster.

Rich is quite correct and if you enjoy these, then check out The Bird With The Crystal Plummage, Phenomena (featuring a young Jennifer Connelly), Tenebrae, Inferno and Opera.
