It doesn't just hint. It shows them in them in trailer. It should be interesting to see what the story is behind that.

A beloved Doctor Who duo is staging a reunion that’s sure to excite Whovians everywhere.

David Tennant and Catherine Tate are set to film scenes that will air in 2023 as part of the show’s 60th anniversary celebration, the BBC has announced.

Said Showrunner Russell T Davies in a statement: “They’re back! And it looks impossible — first, we announce a new Doctor, and then an old Doctor along with the wonderful Donna. What on earth is happening? Maybe this is a missing story. Or a parallel world. Or a dream, or a trick or a flashback. The only thing I can confirm is that it’s going to be spectacular, as two of our greatest stars reunite for the battle of a lifetime.”

Per the internet a popular theory is the Doctor's 14th regeneration is back to the 10th Doctor or the has the face of the 10th Doctor but a different personality and he has to find out why. The reason turns out to be that he has to fix what happened to Donna Noble and find a way to restore her memories. She apparently has some vague memories of her time with the Doctor as Donna has named her daughter Rose. It is 15 years from Donna's point of view since she was with the doctor. From photos taken during filming both Donna's mother and grandfather ( in a wheelchair) both appear. There is a question whether this is a one off 60th Anniversary episode or a three part mini series that will air during 2023 leading to the regeneration to the proper 14th Doctor, Ncuti Gatwa in 2024.

I hope the rumor is true as I like this story and would return to watch the show with this or a similar story.

Per TVline the specials will stream as follows

The first special, “The Star Beast,” will stream on Saturday, Nov. 25, followed by “Wild Blue Yonder” on Saturday, Dec. 2, and “The Giggle” on Saturday, Dec. 9. The specials will premiere globally on Disney+, except in Ireland and the UK, where they will be broadcast on the BBC.
