I am new to HT. I am buying a new system with a projector and 7.1 system. Do you typically spend equally on all speakers or should you invest more in the front 3 than the remaining 4 ?

Ideally, all the speakers should be the same. Manufacturers build center speakers to timbre match the others, in the same line (same materials, same drivers, etc.), because centers are usually wider than they are tall, and the rest of the speakers are just the opposite. So, all the speakers cost about the same, each. May be a few dollars difference with center, one way or the other.

if your speaker budget is under about $2k, I'd definitely buy better speakers for the front 3 and use the savings from the surrounds on the sub. the sub should be the most expensive speaker. a well integrated sub will do more to improve your overall sound and the immersive experience of ht than any other speaker. the center will be the busiest speaker handling most of the soundtrack, particularly the dialog. make sure your front 3 match.
