I dont know if this is an issue per say, however I really do not hear any volume until about level 40 out of 100. Could there be anything I am doing wrong?

No you are not doing anything wrong. Modern AVR(how old was your prior?) use relative volume...as in wattage doubling to increase 3db at a time.

If your AVR(I haven't read the manuals on any of the new Denons) has a relative scale instead, use that.
(it makes more sense in modern AVR to see negative to a "relative 0")

I typically listen to TV at -30 to -25. Action movies around -20. Depending on Netflix/Hulu...I'll have to go up to -10.
