Well, it's a little early to say it was "ruled legal." What actually happened was that the appeals court lifted the preliminary injunction imposed by the lower court, on the grounds that it constituted prior restraint on speech (where they agreed with the defendant's contention that source code is a valid form of speech). DeCSS and those who distribute it can still be legally attacked on other grounds, if my understanding of the more highly-moderated comments on Slashdot is accurate.
There's still a long way to go, but this was a good early ruling. It's encouraging to see that not all judges are either illiterate or rented, like Kaplan was.
