Custom menu in windows? (1 Viewer)

I am wondering if it is possible (and if so how) to customize the menus in windows. For example: When you right click on a hyperlink and it offers you several maneu choices of actions to take (open, open in new window, etc)
Can I customize them to appear in different order or some not at all?

Also the drop-down menus at the top - file, edit, view, etc. Can the contents of those be modified? How?
