Clint Eastwood is my favorite director -- but The Rookie is not among his quality work. It seems more like a gig he did for the paycheck than a sincere expression from his heart. It is essentially one long collection of cop-movie cliches, and you're better off re-watching one of the Dirty Harry films.
If you want some good Eastwood films from the 80's and 90's, check out Tightrope (excellent) and A Perfect World (also excellent - Kevin Costner's best performance in a movie can be found here).
