I know the UK version of Cliffhanger is severely cut, is the french version uncut, and has a English 5.1 track?

Hi Ben
You could get the German version which is completely uncut.
I would think the french version is as well uncut I can't say though since I don't have it but I'd say 99%. It has endlish DD 5.1.
