The easiest way is to go into Microsoft Paint (type mspaint at the Run box). Once in MS Paint, just make an all black image. Save this image somewhere on your harddrive. Now go into Display Properties--->Desktop and 'browse' for where you saved the all black image. Then select 'stretch' from the position drop down box.
Now you should have an all black wallpaper.

Or, just change Background to "None", go to the appearance tab, "Desktop" will already be selected, and just change the color to black. All black desktop, no picture.
