Cable TV - Short Horizontal Lines (1 Viewer)

On some cable TV channels, like CNN & Fox News, I get short lines stretching to the right of white or very "crisp" colors. They look like the speed lines a cartoonist would use to show movement to the left. They are not stable, they kind of flicker.

I suspect it is the fault of my cable company (or maybe a splitter?) since it happened on both of my TVs regardless of the settings.

Any help would be appreciated.

Is this digital or analog cable? What you are describing sounds like overload noise from signal peaks, perhaps due to improper settings at the CATV head end. Probably it's their system at fault, either the head end or the wiring; talk to your neighbours and see if they have this problem, also contact your cable provider.
