Here in Philly, I've noticed on the last few cab rides I've taken that the driver will talk on his cell phone for almost the entire drive. Its really unnerving, but I'm not sure how to approach them about it (especially when there is a near language barrier already). I've debated calling the cab company. It seems rude, and unsafe. However its not mentioned on the rider "bill of rights" that is on the divider.

What is it like where you live?

Using a mobile phone while driving is an offence in this country and earns you points on your licence AFAIK.

NYC passed a law that makes it illegal to talk on a handheld cell phone without an earbud while driving.

I believe the fine is doubled for Cabbies in the city.
