Buying a computer for the first time (1 Viewer)

I think my wife is FINALLY gonna let me buy a computer. Probably in the next month or two.
I don't know what I'm looking for. I want to burn cd's, dvd's and internet use.
Internet connection will be through a phone line, for now.
I don't want to spend more than $1,000.
Anything you guys can tell me will really help.

First Computer? Buy one copy of PC MAGAZINE or PC WORLD, to get a hint of how complicated it can be.

I've bought 2 over a 6 year period, and I'm far from happy.
