Nominate
Hill Street Blues
Seinfeld
Your Show of Shows
for those too young this had an over-the-top cast, led by Sid Caesar and gave writers such as Mel Brooks, Woody Allen, Carl Reiner and many others a springboard to later work.
Fawlty Towers
The Sopranos
Upstairs Downstairs
The Bob Newhart Show
Dick Van Dyke Show (here I am Agee. I had this written before I read your post. Still can’t find the nom, so I’m leaving it in)
The Royle Family
, which has the best editing, and some of the best cinematography, writing and acting of any series ever. This is the benchmark for shows done in real time. You get a continuous, 30-minute slice of this families life every week. Brilliant stuff!
The League of Gentlemen, which is not for everyone, but side-splittingly funny if you love black humor.

I've noticed someone nominated Cowboy Bebop, japanese anime can be in this too? If so I'll have a few more nominations.
Pokémon, Dragonball Z...I don't care if it's from Kenya; if it follows the rules, it can be nominated. Just don't expect it to win...:)

I have to admit that I am not up to scrolling through all of this, and I don't see a summary.

So, I will nominate (or second) (or third as appropriate):

The Dick Van Dyke Show

I Love Lucy

The Simpsons

Star Trek: The Next Generation

Columbo

Monk

Looks like I was way too late with The Sopranos as a nom—it had already been through the whole processes. In order to expand to a non-English speaking series,
Nominate:
Tale of the Genji, a long series from a longer novel. It was shown on PBS in the States around 1967. I’m not sure of how much earlier it was shown in Japan.
(edited to remove nomination)

On second thought, I’ll revoke my Japanese nom, and put forward the best TV documentary ever:
Nominate:
The Civil War, Ken Burns very fine effort.

I will start my nominations with some of my all time favorite series.
Nominate:
Farscape
Babylon 5
Buffy the Vampire Slayer
Second:
Doctor Who
I am carefully considering the rest of my nominations as well as seconds and thirds. So many great series that it is hard to narrow it down. :)
