Delphi is basically object-oriented Pascal... I've done a minimal amount of work in Delphi (and I do mean minimal 
) You can create COM objects in just about any language as long as you follow the Microsoft guidelines and register the object with GUIDGEN. Speaking of GUIDGEN, there was supposedly a bug with it that could result in the generation of GUIDs of the same value... not sure if this was ever fixed. By far the easiest way to create COM objects is through the ATL wizard in VC++
