The reason why an anamorphic DVD will look (very slightly) worse on a 4:3 TV is because the DVD player has to remove every third scanline from the picture. The TV really has nothing to do with the downconversion process.

That's wrong -- the DVD player will remove every fourth line, not every third line in 4:3 downconversion.

Also as a practical matter, I'd say that even downconverted the average anamorphic DVD looks noticeably better than a non-anamorphic one because anamorphic DVDs tend to have new, good transfers, often from High Def. transfers, while non-anamorphic DVDs tend to be laser-disk or VHS rehashes, with little care or attention paid to their production.
