Does anyone know of a way to override the amount of times you can change the region code on a notebook? and does it matter if it is a pal pr ntsc disc with computers? please reply with any info you can.

PAL and NTSC don't matter on computers

You need to find a hack for the DVD Drive, and then use a program like DVD Genie or DVD Region Killer to fix Windows' internal Region Code

The corresponding tool to DVD Genie on the Mac is called "Region X" for OS X or just "Region" for OS 9.

Find out from System Profiler what make and model your drive is (e.g. Matsushita SR-8174), then look for firmware for that model.

Or send me a PM and I'll give you a direct pointer where you will most likely be succesful.

Note that for flashing your firmware you'll need to boot into OS 9.
