A Game: Where Am I? (1 Viewer)

I have a friend on Twitter who enjoys geolocation challenges and is usually really good at them. However, this challenge has stumped him for over two days!

I told him that he could figure this one out in less than a minute if he could work out the clues in this image. It's been uploaded here at the same resolution as was posted on Twitter. The only info I can give you is that the picture was taken in Japan in September of 2019 during my vacation.

If you already recognise the place, please hold off answering. I want to see how long it takes for someone who's never been to the area to figure out the exact location within a meter.
