I could say that John Penney's 2007 thriller/comedy is one of those for which 4k UHD was invented.
But I won't.
Not a terrible film. There are many worse. Certainly not a good one. But one must presume that fans will snap up the release from MVD.
Restored in 4k, presumably with a budget greater than that of Out of the Blue, it has some weird attributes going on in the world of digital. Actually, having not seen this film in theaters, these attributes may not be digital, but may be film based, presuming it was shot on film.
Grain structure / noise floor varies dependent upon darkness, which leads me to believe it's film. Aspect ratio, said to be 1.85 varies somewhat, especially during main titles.
No 4k information whatsoever in the image, but 4k completists will need a copy, regardless.
Why are these film coming out on 4k, when a Blu would suffice nicely?

Forensic - 6
NSD - 7.5
Audio – 10 (DTS-HD MA 5.1 - originally monaural in theaters according to imdb)
Pass / Fail – Pass
Plays nicely with projectors - Yes
Makes use of and works well in 4k - 2
Upgrade from Blu-ray or DVD - If you love the film
Worth your attention - I can't answer that
Slipcover rating - 2
