I could have sworn that the article originally said that the auction came too late, and they were therefore unable to make use of the better footage.

I think that is what they originally said, either in the article or somewhere in the RT's Discussion Forum. It looks like they assumed the encoding process had started, and then they checked and discovered it hadn't, so they were able to make that substitution of footage.
