Can two receivers be hooked to two different phone lines on the same account?

Generally, no.
However, it is possible that there may be ways to convince them that both lines are at the same physical address, such as submitting copies of the local phone bills for those numbers, or some such. It's worth asking the CS reps about.

I have two DirecTV receivers hooked up to two different phone lines. I just explained that every room does not have access to both lines. The prefixes were even different.
