I know the read and write times are on the drives themselves, but do these numbers on the disks themselves indicate the speed in which they can be written on??

    thanks

That's the idea, but sometimes, some DVD writers can burn at higher-than-silk-screened speeds if they have updated firmware with good write strategies. So take the stated burn rate as the minimum burn rate for that particular blank DVD media.
