In the case of recent/current CBS shows on dvd, I have noticed they left the telecine in the video on the dvd versions of shows like Criminal Minds, etc .... in spite of the show being all done in HD since its inception.

Nowadays I wonder if these giant media corporations are using the home video department, as a "dumping ground" for older less-able "has been" executives and almost-retired employees in good standing to let the clock run out for them, until they're eligible for the company pension.

One place to start, is to figure out who was the point man who handled the MOD stuff at the former CBS home video division.
Once you know this person's name, then further googling might show up whether he/she has been purged in any recent layoffs.

A good "test" to determine whether this is happening quickly, is to see if the final season of Criminal Minds is released on dvd later this year, and whether ViacomCBS continues to release the current NCIS franchise seasons on dvd later this year.

If the wrong discs mixup happened at the original disc manufacturing plant (in Mexico), then most likely nothing will happen unless the worker in question has a repeated pattern of incompetence.
If it was a younger or middle aged person in the home video division who made the wrong costly decisions, most likely they would have been on the layoff list and might have been purged already in the semi-periodic layoffs in that business over the years.

The only way I can see this happening is if VEI's point man at CBS home video division, has been moved to Paramount's home video division. Also if the new Paramount bosses do not veto the decisions of VEI's CBS point man.

If you have the patience, take a look at what the Viacom side did for their tv on dvd/bluray releases from Nickelodeon, MTV, Comedy Central, etc ... which CBS didn't appear to be involved in at all over 2005-2019.
