Bullwinkle's Moose-O-Rama was on Nick from 1991-1995, I was 3 in 91 so I don't remember Rocky and Bullwinkle that much until I watching it again once it moved over to Cartoon Network in 1996 and stayed their until 2002.

Makes sense, if a studio only gives you so much to work with, then you do your best to make it as near perfect as you can and then blast the studio in the press release as to why certain items are missing.
The 100% Complete Bull-winkle set wasn't 100% complete as every episode was around 22 minutes, 3 minutes are missing per episode.
