I don't know if it was that one, but one of those Edgar Kennedy scenes was cut from the film when I was a kid. This might be the one that was cut and they pulled it from another print for the blu-ray.

It probably got evened out as a process of the compression for DVD. They could have probably corrected it, but it would mean losing info at the edges of the screen.

That's an early sound aspect ratio. I've heard it called Newsreel aspect before.
