Solid idea but in America, you can't even get people to pay a penny more in taxes to provide what other western civilizations consider to be a basic human right for everyone so you sure aren't going to get people to pay for a movie.

Cult movies generate more money. Maybe they're cheaper than releasing a classic movie when you factor all the costs in or maybe cult movies simply sell better but whatever the reason, they make more money and that's all that Warners cares about.
