I have nothing to add except that I've bought 10 Dell Optiplex (model 7040, Windows 10 Pro) refurbs for our office ($250/each) and have had no issues whatsoever in over 2 years. I would imagine a brand new Optiplex set up for Windows 11 out of the factory would be just as reliable.
