I don't think Nintendo decides which games end up on the VC except for the ones they made. It's up to the original developer/publisher to get them ported to the service.

If every week was a quality game, then we wouldn't appreciate the good ones so much...or have time to play through them!

You forgot the biggest release of the week: MEGAMAN 9!!! BTW, it's on WiiWare. You can get it on PSN and XBLA, too.
