Yes, it was David Gerrold. A little in joke by the TAS animators. Some will recall that Gerrold wrote Frayman in the live action Tribbles episode to be a little part for him. But he was judged too skinny for it. The Gerrold Ensign was drawn quite scrawny if you remember.
