The Wikipedia page goes to the same idea you're thinking. I believe Gleason was either unavailable or not a willing participant in having that much of his dialogue replaced... Having Fred Flintstone be the one to do it is oddly appropriate...
Jim, I agree that Gleason pretty much steals the movie - mostly with improvised insults at Junior, the Bandit and anyone else in his eyeline.
But there are plenty of other things in this movie that still knock me over:
-The haggling between Bandit and Big/Little Enos: "That's great...

If you find a TV cut of the movie, you might hear him yelling "You Scum Bum!" and endlessly repeating "You Moose Twit!" while his lips are saying something a tad different...
