There's an argument there that Starfleet has always been that way. Once Roddenberry died (and to a limited extend when he was alive) the shows evidenced a less-than-ideal Starfleet just below the surface.

Another time Star Trek sort of got this correct is in the DS9 mirror universe episodes. For example, Worf was the warship commander, with a multi-raced crew (including Bajoran and Cardassian officers).
