Seems like a “one and done” policy regarding disrespectful behavior would quickly put a stop to it- if any employee of a sports league is caught acting inappropriately towards the opposite sex, that employee would be officially banned from the league permanently.

Teams will likely lose more money next year- I doubt things will be back to full capacity until 2022, so I doubt there will be a lot of spending going on. My take.
