    Faster CPU or new graphics card for DVD's

    I'd go with the faster CPU first. The Matrox G400 was the 'hot' HTPC video board just last summer! DVD decoding is a very CPU-intensive operation. The newer boards, like the Radeons, may have some hardware assist for DVD decoding, but a Celeron-466 is no longer considered a leading-edge...
