There are reels for all three seasons, though the third-season reel wasn't seen as often on the bootleg circuit. It was the '90s before I got to see the third season reel. I'm sure there are probably still rights/permissions issues that keep the blooper reels out of official circulation...

I'm no expert, but I thought pitch-correction for PAL DVDs was mostly limited to big-studio blockbuster releases (like the Lord of the Rings films. While it's possible this was done, I certainly wouldn't bank on it. We all know Paramount sometimes likes to pinch pennies.
