Right now, the ad-free tier for HBO Max includes the 4K content.
But yeah, for Max I'll go with the mid-tier that's 1080P only. That's what I do for Netflix, and it's "good enough". For the content that I really care about in 4K, I'll usually buy either the UHD disc or a digital copy.
