I also have that deluxe Blu-ray & it's fantastic! Same restoration, but looks better than the theater re-release in 2015.

Yes, they partnered with Paramount over the theatrical release, so that may very well be part of the delay. Plus, Disney is a conglomerate behemoth now, compared to Paramount Studios.
One is a popular Best Picture/Director Winner.
The other has been in huge demand for years, from fans & filmmakers alike; and has already had those glaring matte lines minimized.
