I ripped the Anthology discs for my Plex server years ago and so many of the bonus features have slates like that - the discs are authored in such a way that playback begins after the slate has cleared but they’re all there on the actual files.
This is a way for Paramount to clear out excess inventory at a reasonable price to the consumer - by including all formats at what is basically a DVD-only price, this is meant for the budget minded consumer. They are not making new inventory or creating new masters for this series of repacks.
