For that budget, you might want to check out Monitor 5's as mains, Mini-Monitors as surrounds and a CC370. Then add an SVS sub like a 20-39 PCi or 25-31 PCi and you should be within the range you're looking at.

If you like Paradigm, then I would suggest a setup of Paradigm Titans for mains ($219), CC170 ($199) for center and Atoms ($189) for surrounds, which puts you at roughly $600 plus tax.

At that price point, I'll throw out the suggestion of looking at the Paradigm Micros. They retail for $149. Others may have other suggestions, but give these a try - they should be about the size you're looking for.

That sounds like a good price to me. I was quoted prices last week of $189 per pair (U.S.) for the Atoms and $219 per pair (U.S.) for the Titans.
