For the most part, it's not really necessary to put down a preorder, unless the place is offering some neat extra for it (soundtrack CD, T-shirt, etc). 9 times out of 10, if my local EB/Gamestop/etc doesn't have the game I'm looking for, the local Kmart/Target/Walmart/etc will have about 50 copies.

Actually, the exclusivity thing for the PS2 just applied to other consoles, so the PC version won't be affected. I'm going to guess that they just use the same engine that GTA3 had (with a few minor tweaks, maybe), and just put in new areas/vehicles/missions.
