I went through the same thing when I got mine--I ripped all of my cds at 256 vbr and ended up going with the Sennheiser cx300 and have been very happy with them. I probably could have gone up to $100 and still felt comfortable at that bit rate. The $50 was well spent in my case.
Which rockets are you looking at? I got the 550s a couple of years ago and bought the stands mostly to raise the tweeter to a higher level, but also to stabalize them better. I'm really happy with them--I'm surprised you think they'll hurt their WAF as I think they look MUCH better with them...

Sorry--I didn't see that in your first post that you were stuck w/ a PCI. Take a look at the ATI 8500. I believe it'll perform a little better than the 5200, but is a little older.
I don't think the 9200 would be a big enough improvement over what you've got to make it worth it. Go for the 4200 if you're strapped or jump to the 9500 pro or 9600 pro if not. 9700 non-pro would be a really nice jump if you can swing it
