Try Virtualdub It's a free GPL video capture & encoding program. I've never tried to compress to S/VCD (I use divx 5), so I can't vouch that it even does that, but the program is SOLID.
P75's were remarked P90's and P100's. They all used a 1.5X multiplier, but used 50, 60 or 66 Mhz bus speed. The best you'll get out it is probably 112.5 (on a 75Mhz bus)
What is the text of the error you are getting? If it's just locking up during install, I'd suspect the memory, CPU fan, and the drive cables, in that order.

In most cases, you can enter the drive serial number on the manufacturer's site, and it will tell you if the drive is still under warranty. If so, you can open a case, obtain a RMA#, send the drive back, and recieve another. I did this a couple times a month when I worked in a computer...

I would try different memory settings. Try disabling interleaving, reducing aggressive timings, etc. I'd also try updating the BIOS and a different power supply.
The Athlon XP 1800+ runs at 11.5 x 133Mhz. It sounds like your bus is running at 100 (1145 ~= 11.5 x 100). Using the BIOS or jumpers on the board, make sure your bus is running at 133Mhz
