I count my collection by the amount of actual movies. For example, Brazil: CC counts as 1, Ultimate Toy Box counts as 2. TV series box sets count by number of discs.

True. The FOTR 4-disc set is however not part of New Line's infinifilm series, it's part of their Platinum Series. As far as I know, most if not all Platinum Series titles have subtitles so there should be a decent chance this title would have it as well.
Why wouldn't there be subtitles on the extended version? Believe me, of all the reasons (of which there are none, by the way) for not including a subtitle track, bit budgetting is not one of them.
