No, you do not need the dish. Simply go into the setup of the box and set it to "no dish." And, FYI: You must leave the access card inserted in the box, even though it is not activated.

It is entirely up to the station in your local market. Some have the money for DD/AC3 and others do not. Call your local, or if you are in an O&O CBS market and have DTV, catch it HD/AC3 that way.
Go to FutureShop.com and pay for it and send it to him that way, from there. I have done it with family and it's easy. He will then have a valid warranty & service too.
If I could get the 1600 for 250 I would jump at it. I have had mine for over a year (at 450!) and I love it! And, 16oz is no problem... it can actually hold a 32oz Big Gulp rock steady also... :D
