As far as the Droids with Owen and Beru, Artoo stayed on the ship the whole time. Anakin and Padme told hime to when they disembarked, and he only came out briefly to get Anakin and Padme when the message from Obi Wan arrived. Owen probably barely noticed him, and likely wouldn't remember him...

As far as the animation errors go, Rhino had a choice to use the 1 inch tape masters that were shown on TV here and are unfortunately in very poor condition, or use the Film stock from Japan which contained the earlier versions of the episodes that are on the discs, and do contain some errors...
