I don't know who owns the rights, but I suspect this is in serious need of preservation. The Stanford theatre in Palo Alto could only secure a 16mm print (from the Sturges archives, I think) to show for their recent booking, which I generally take to be a bad sign for the future of a film.
I haven't yet received mine, but I must say that, if this is true, I am deeply apalled. I remember multiple reviews complaining about the audio glitches in some of the early volumes of SP, which contributed to my not buying them at the time. Surely the studio must have been aware of this problem...
I, too, would happily buy every single episode, but it's going to be an uphill battle getting these given the nightmarish music rights clearance problem it poses. Therefore-as has been noted above--fans will have to be very LOUD for this to happen.
