I personally feel that many of the problems are due to a (misplaced) desire to have each new Doctor revisit all of the original enemies. That method doesn't leave much room for originality.

Someone must have reminded Moffat that Dr.Who is, at its core, a "Family" show, not an adult drama, and I am dissappointed at that.
